HE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Directive (EU) 2020/2184 of the European Parliament and of the Council of 16 December 2020 on the quality of water intended for human consumption (1), and in particular Article 13(8), first subparagraph, thereof,


Whereas:


(1) Directive (EU) 2020/2184 provides for the establishment of a watch list addressing substances and compounds of concern to the public or the scientific community on health grounds for water intended for human consumption (‘the watch list’). The watch list is to indicate a guidance value for each substance and compound and where necessary a possible method of analysis that does not entail excessive costs.
(2) In accordance with Article 13(8) of Directive (EU) 2020/2184, 17-beta-estradiol and nonylphenol are to be included in the first watch list in view of their endocrine-disrupting properties and the risk they pose to human health. Based on the latest World Health Organization recommendations regarding drinking water parameters (2), the guidance values of 300 ng/l for nonylphenol and 1 ng/l for 17-beta-estradiol should be established by this Implementing Decision.
(3) Limits of quantification as defined in Commission Directive 2009/90/EC (3) are specified for 17-beta-estradiol and nonylphenol to allow for the measurement of the guidance values with an acceptable degree of precision without entailing excessive costs.
(4) The measures provided for in this Decision are in accordance with the opinion of the Committee referred to in Article 22(1) of Directive (EU) 2020/2184,

HAS ADOPTED THIS DECISION:
Article 1
-The watch list of substances and compounds of concern for water intended for human consumption referred to in Article 13(8) of Directive (EU) 2020/2184 is set out in the Annex to this Decision.

Article 2
-This Decision is addressed to the Member States.
