This Law is targeted toward safe food, proper nutrition, and healthy children and to establish a goal to protect children's health against pernicious ingredients, food poisoning and obesity by improving the environment of circulation and consumption conditions of children's preferred food and food services. After enforcement of 'The Special Act on the Safety Management of Children's Dietary Life'. 4 notifications were released in May 2009 including Notification No. 2009-25 of the Korea Food and Drug Administration. 'Nutrition Standards for High-Calorie Foods with Low Nutritional Value'.

The poor sanitation and nutrition control on mass feeding at places such as child-care facilities, preschools, youth camps and child welfare institutions that is attributable to shortage of nutritionists as well as lower standards compared to those of schools, there is growing need to systemically control mass feeding at these places.
